Panel Member

Children’s Hearings Scotland (CHS) recruits, trains and supports around 2,500 volunteers across Scotland. You may have heard of us being referred to as the Children’s Panel too. East Dunbartonshire has its own community of volunteer panel members.

Experience required

Your training and experience as a Panel Member equips you with a range of transferable skills. These include: dealing with complex issues and communicating these with empathy and compassion when working with children, young people and families; principles and practices within the children's hearings system, including law and procedure; chairing hearings; decision making and protecting rights. Other skills include: leadership, analytical thinking and communication and influencing skills.

Travel details

Children's hearings take place during the week and daytime hours. Panel Members are normally asked to attend either a morning or an afternoon session twice a month. If you are in employment, this usually means asking your employers for time off work. Since children's hearings are statutory tribunals (similar to jury duty), employees have a right to take reasonable time off work to sit on these hearings, as set out in Section 50 of the Employment Rights Act 1996.

Travel expenses

• Mileage, including car (45p per mile), motorbike (24p per mile) and bicycle (20p per mile)
• Parking
• Public transport, including bus, train, ferries and flights and taxis (taxis in exceptional circumstances only)
• Subsistence, including accommodation and meals
• Financial loss, including dependant care costs and loss of earning

Support
Training details

All new Panel Members undergo an initial pre-service training programme, designed to develop valuable skills and knowledge including:
• The needs of infants, children and young people within the children’s hearings system
• Principles and practices within the children’s hearings system
• Managing hearings
Once trained and qualified, all Panel Members participate regularly in ongoing national training and local learning and development. We work with a range of partner organisations and young people to ensure that our face to face and online training is updated regularly and that it reflects new knowledge and our CHS values.
We want to create an inclusive learning environment and always assist those who need additional support around learning tasks in any way we can.

Minimum age: 18

Volunteers (aged 18-25) taking part in this opportunity are eligible to claim Saltire Awards hours for their activity.
